Progress reports on evaluation and enforcement of REACH in Europe [Finland]

Member states are required to submit progress reports to the European Commission on the evaluation and enforcement of REACH (the EU Regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals).

These reports contain important indicators on the activities being carried out by Member States in the enforcement of REACH and only through this information we can know if REACH is really working. The reports include the results of the official inspections; the monitoring carried out; the penalties provided for and the others measures taken for the monitoring and enforcement of REACH.

ClientEarth believes that progress reports on the implementation of environmental information must be systematically made available to the public. This principle is also foreseen in the Aarhus Convention.

Since neither the European Commission nor the European Chemicals Agency (ECHA) have published these documents, ClientEarth is making them available to the public. The European Commission has finally released REACH reports from Italy, Greece, Luxembourg and Slovenia after initially refusing ClientEarth access to these documents. ClientEarth is also making available the additional information that some Member States provided the European Commission when submitting their report - something they are required to do under Article 117(1) of REACH.
