EU Climate & Energy Governance Health Check

The Commission's 2030 Communication invited Member States and stakeholders to focus on the question of governance as part of the 2030 debate. ClientEarth welcomes that shift in the EU's climate and energy debate. However, we would argue that as presently conceived, the 2030 governance discussion is too narrowly defined. The Commission's agenda is largely limited to a procedural streamlining of the climate and energy reporting process. This paper is designed to make the case for why the 2030 debate should be viewed as a key opportunity for undertaking a much more systemic review of the EU's climate and energy governance arrangements and does so by means of a ‘health check’ of current EU climate & energy governance
