This briefing examines the treatment of biomass-for-energy emissions under the Emissions Trading and Renewable Energy Directives. It argues that the European Commission can and should use the legislative mandate to adopt a regulation for the monitoring and reporting of emissions under the ETS to make it more true to its principles and objectives, by eliminating the zero-emission factor for biomass.
