Promoting citizen participation in the energy transition: recommendations for an EU legal framework to support community energy

Community energy has an essential role in helping the EU achieve its climate and energy objectives. This movement is helping to drive the development of local decentralised energy networks, contribute to public acceptance of the energy transition, enhance energy security and provide opportunities for local economic growth. Community energy is also contributing towards the achievement of national and EU level 2020 targets for growth in the production of renewable energy sources, improvements in energy savings and greenhouse gas emissions reductions.1 Likewise, if appropriately supported it can incentivise local implementation and drive Member States’ delivery of ambitious contributions towards meeting the EU’s 2030 targets.
